What is a Sho-Bud "permanent" ???

Surely the copedent CAN be changed? Someone please explain....I have wondered about this for some time.

The only thing I can think of is like the one I had years ago, Which I think was a Maverick with a basic Emmons setup, you couldn't change it to a Day set up because the axles underneath were cut to size to suit the pulls. By that I mean the axle for pedal one was long enough to accomodate string pulls 6+10 axle two for 3+6 and axle 3 only long enough for pulls 4+5.
If you wanted to change to a Day Setup you would have to re-drill to change axles 1 and 3.
I may be on the wrong track but it's a possibility.

In a Sho-Bud permanent, the pull rods are welded in place, so in order to re-assign a pull you have unweld it.
