That Willie version is great, and sounds like Pete Drake on steel to me.
I don't know about 'most moving' - this is such a great, timeless song that there are lots of fine versions with a wide variety of approaches - I like all the ones listed. But I should add Dorothy Moore's fine version from 1976 (right around the same time she put out Misty Blue) - http://www.youtube.com/watch?v=NITzWY3EW94 - this one was in pretty solid rotation when I was in Detroit in the 70s.
Also Joe Hinton's version - youtube has it blocked, but here's an online streaming version - http://www.last.fm/listen/artist/Joe%2B ... larartists or http://www.last.fm/music/Joe+Hinton/_/F ... Slips+Away
