LKR Lever on a Carter Starter

I remember reading about someone that adjusted the LKR lever on their Carter Starter so that the swing distance was shorter. I tried doing this but I found that after shortening the swing distance I was not able to get the string to drop in pitch far enough. What exactly is the procedure for accomplishing this?
