Sho-Bud Maverick: Knee Levers

I notice most Sho-Bud Mavericks came with 3 pedals and 1 knee lever, but if one came with no knee levers, was it designed for easy addition of at least one knee lever?

It depends on which Maverick we're talking about.
If it's a contact paper with ashtray keyhead, they're not easily modifiable.
If it has the hex shaft undercarriage, then I have the parts you would need to add knee levers.
Whether the cost will justify the end result is questionable.

The last question you raised depends in part on the purchase price. Now I know what to look for when I inspect it. It is described as "mid-70s".

it should be equally easy to add one knee lever to either model if you can find appropriate parts.

I think some very early ones came without knee levers.

My early Maverick came with one knee leaver and
holes pre drilled to add a second.
At the time, early 70's, the second knee lever kit was $50.
