Hi:
I am having a problem with the A pedal of my Carter Starter. The pedal when pressed goes completely to the floor no matter what height I have it set. The B and C pedals do not have this problem and appear to engage a stop.

How do I solve this problem.

What adjustments do I need to make?

Since no one else has taken a stab, I will, although I've never turned a Carter Starter over.
First, put the guitar in the case, leaving the legs on.
2: Activate the B pedal several times (if you're blond, this is much easier using your hands), observing everything that happens along the crossrod. You should see a stop moving and then hitting something that, ummm, stops it.
3: Activate the A pedal, and see whether the stop is missing, slipping on the rod, or not meeting the other solid bit.
I feel confident that the solution should quickly become obvious, even if the solution may require a return to the forum. Although I suspect it'll just need an Allen wrench
