The tone control on my Emmons student PSG from the 1970s doesn't seem to do much, and when turned all the way just turns the volume down to 0. Is that normal? or is the Cap shot.

I don't think its needed or worth fixing. Thinking I should just wire the pup directly to the output and not use the tone control or volume control. They probably just degrade the tone, and the amp has all I need.

Any problems with my plan. If I do decide to fix it, anyone know the values of the pots and cap? Any thing to be aware of other than things wont solder as good as they did when new.

It does sound like the cap or associated wire leads are shorted out.
