Hello Jason!
Not sure, but I think that KP would possibly stand for Knee Pedal instead of Knee Lever. PA would stand for pedal A. Any thing after Pedal name would be the note that it moves the string, Lowering or raising to the target note.
This is my first impression of things. I have had some old friends that played steel that in conversation with them referred to the Knee Levers as Knee Pedals.

Jason, your dad, Nelson Bergeron, played the setup of G7th on the bottom neck and standard E-9th on top with the Emmons pedal setup. I did some work on his guitar once lowering the first 4 strings of the bottom neck a whole step.
His G7th was standard G tuning from the first string G,D,B,G,E as he didn't use his pedal to raise his 5th string up. He kept it tuned to E already.
I think some of his notes there were the intention to lower his E-9th to D-9th if memory serves me correctly.
I sure miss your Dad! He was tops in my book and taught me a great deal playing in his shop.
