Looks like a Miller Custom to me.

The Marlen guitars of that era looked very similar. The scale length was not adjustable and they only used one screw at the front end of the changer block, where it meets the wood neck.

You can make this guitar look much nicer in a hurry by replacing the rusty screws with stainless steel ones.

Looks like a Miller to me. If you could post a photo of underside I could say for sure.
