Wow, a vintage 7-string with Levers! made in Germany. I like the center tuner on the headstock, for the middle string. Very stylish!

At first glance it reminded me a bit of the odd luthiery of Willi Wilkanowski.

That's a very unusual instrument. I've corresponded with the current owner in his attempt to identify it. I think it's a one time instrument, certainly nothing like anything I've seen before. I'd say if it sounds as interesting as it looks, it should be a good addition to someone's arsenal of lap steels.

The seller originally labeled this pictue "side shot with lever".

It looks like this could be a knee lever? What a great idea!

I have often thought it would be cool to put a lap steel together with two dummy levers, or a bracket, or a strap, whatever, to engage your left knee so it can't move laterally when you actuate a pair of levers that do change the pitch on the right knee. The levers could fold inward into the under side of the lap steel for storage. I'm a Dobro GBDGBD guy so i think I would make one lever flat the G's a half step and the other raise the D's a whole step. Look ma no friggin setup - take it out of the case and play.
