There's a lot of copedents you can use for the 10 string C6th tuning on a pedal steel guitar. Here's some reasons why I like the D string on top and the C string on the bottom.

This tab starts out with a nice slide that is very basic. This structure can be use to play parts of many many songs!

Following the slide are a few strums that show the value of having the D string on top to get a melody note. After this the D string is included in a nice blues type riff that is easily played without much bar movement.

At the end are a few nice jazzy riffs that use pedal 6 and the bottom string 10 tuned to C open along with an open C drone note on the 3rd string.

Finally a nice chord with a 9th note with a root note on string 6 provided by raising the 6th string a half tone. I have this change on my left knee vertical. Yup, this is usually considered an E9th only knee, but you can easily reach it with your foot on the C6th pedals if you have one of the newer super compact guitar bodies. It EASY!!!! and it give you another knee lever on C6th!
