a fellow steeler here asked me who the steeler is that's playing on this Ricky Skaggs clip

That would be Terry Crisp. There is a current thread about him that also show a great clip of Terry with Reba.

Crow Bear, thank you for posting the you-tube clip on Ricky Skaggs Country Boy. Great clip.

That clip reminded me of Mickey Adams post called Steel Discrimination. There is no discrimination from that sound man from any instrument on that u-tube clip. I have been in and out of clubs, bars, halls and the likes for the past 40 years and have heard none better. Every instrument could be heard though out the whole song. Give it a listen and I'm sure you will agree. Sorry about your bad night Mickey.
