Carefully
Ok for real..
BEN....This is how I do it..
1 Tune all open strings first
2 I tune 440 straight up (not open for discussion at this time)
3 Then all my raises...pedels and knees.(using the associated pedels and knees)
4 Then retune to 440 at end plate
5 Then I tune the lowers. (at the end plate)
Once this is done and the strings are set I just have to tweek the tuning pegs
If you use the same set all the time, once the strings are set very little tuning at the end plate needs to be done.
This seems to work for me but of course not the final solution.
Also if you have "gimmick" levers tuning may be different....Have fun

Everybody above is correct. Here are some details that help explain it.
1. Tune the open strings with the tuning keys to roughly what you want.
2. Tune all the raise stops at the keyhead with the appropriate pedal down or lever activated.
3. With the pedals and levers all released, fine tune the open strings with the lower set of hex screws at the changer end.
4. Tune the lower stops with the upper set of hex screws at the changer end.
You can actually tune one of these by just pushing or pulling the fingers with your fingers, without any pull or push rods attached. Once the changer is tuned that way it is very stable, and all the bell cranks and appropriate holes for the hairpins, and spring adjusments only affect the pedal and lever throws and how they feel, not the tuning.
