Hi John, welcome to the world of Pedal Steel Guitar (PSG)!!! Use this forum as much as you can to ask questions (and there are no dumb ones) and get advice. This forum is invaluable to newbies. I am still a newbie as well.
To answer your question, I assume you have a pedal steel guitar?? although the this would apply to lap steel as well, assuming you have a pedal for it. the connections would be:
Guitar--->volume pedal--->reverb/delay unit--->amp
Looking at a picture of that particular unit online, it appears to have one input on the right side, and two outputs (A and B) on the left side, in your case you would use output A for mono. If you had two amps you could use A and B for a stereo effect.
You did not mention what sort of amp you have, some allow you to connect effects boxes via an effects out and effects return.
I would think there would have been a small and brief sheet of instructions which would also describe typical connection scenario.

Although, it doesn't seem to have details on connections.
