You ARE talking about the adjustment section not turning right?? Some penetrating oil soaking in there for a few days and then two strap wrenches should do it. The strap wrench will not make any marks on the knurling of the adjustor when you turn it or the other wrench holding the acual leg shaft.
Make sure you are turning the correct direction.

Maybe put the whole leg unit in ice then heat or pour hot water on just the turning thing and it will expand and break loose !! Should come right undone !! Eddie "C" ( the old non-pedal geezer )

If you don't have strap wrenches, I've used regular pliers on the knurled ring, and a vice grip with a towel on the leg. If you get the vice grips and towel just right, it will hold tight enough without marking the leg. I'd be wary of putting oil or WD40 or anything in there. If you do that you have to clean it thoroughly with something after you get it loosened.
