I would obtain a surgeon. That is you User Account Control dll file and something has corrupted it. UAC protects you against unexpected installations that could be malware. It also annoys you with pop-up challenges everytime you want to "do" something with a Vista computer.

I also recommend scanning for viruses and spyware.
