My lap steel doesn't have legs and I don't want to drill holes in it to add legs. Beside sitting and putting it on my lap, I was thinking about making a small light folding stand. Maybe with a "tray" for the guitar to sit in and then attach legs to the tray? Or maybe somehow fasten it to a folding keyboard stand? Just thinking of something that is compact, light and fairly tip-resistant. Has anyone made their own stand? Any ideas?

I use a single-brace keyboard stand from On Stage. It's inexpensive, light, and does the trick. I play standing so at standing height the instrument is more than wide enough to cover the width. I put a cleaning cloth on each arm of the stand before sitting the lap steel on the stand so the instrument doesn't move. At sitting height, if the instrument isn't wide enough to sit on the arms, you could simply lay a shelving board on the stand. Cheap, easy, transportable, readily available, and no instrument mods required.

All of my lap steels are single necks so weight is no issue with the single brace and it's plenty sturdy. With a double, triple, or quad neck instrument, be sure to check the stand's carrying capacity vs. the weight of the instrument.

Kristen, the Don Burrows stand works great.
It ain't cheap, but it's worth it.
It sets up and packs up in a jiffy, and it's lightweight.
It has room for 2 lap steels.

If you play standing up something utilizing a keyboard stand will probably be your best bet. I built a sitdown stand that works pretty good for about $12. I'll post a picture if I can find my camera.

I made one from an old Graflex Press Camera Tripod. I mounted a plywood plate on it that I covered with stickon felt and the felt pad on the back of my 8 string lap steels stick almost like Velcro. I will try to post a picture if B0B has the picture upload running. I don't see a way to upload picture.
