How are you closing the tab, by clicking the X on the tab itself, or are you clicking the X in the upper right hand corner of the application? The former will close the tab, the latter will close the application with the message: close all tabs? Y/N

It's a fairly easy mistake to make. SWMBO does it all the time. If that's not your problem, I'd suggest reinstalling IE7.

thanks for the suggestion Johnny. I have my ie7 set to ask if i want to close all tabs.. and that was definitely not the problem.
I never did discover what was causing the malfunction but repaired it using the restore function on windows xp.
