Were these tuners replaced?

I was considering bidding. There are 4 extra screws by the tuners. Did these originally hold 3 in line tuners? One of the tuners actually appears to be crooked. I may still go for it if it stays reasonable. There was one just like this last month but I can't find it unless this is the same one.
