It looks like a private branded Harmony or Kay lap steel, but I could be wrong. Both these companies (and Valco) made lap steels for whoever wanted to put their name on them. It certainly looks to be in good condition.

Harmony for sure look at the letters in the stencil on the headstock. Paramount was a brand of music products sold by Gimbles in Detroit and New York
