Seeing as how a Peavey session 400 doesnt have a pre amp jack on it, can you run a pre amp to the input jacks?

Sure, if the preamp gain was low enough so that it didn't overload the amp's first stage. Some preamps have output gain controls, some don't.

This is a Butler Real Tube II pre amp and an effects unit in a rack.
The effects has an output gain control.
