Does anyone use a C6 tuning like this with the 2 out of order strings ala E9?

String 1 D
String 2 B (or maybe Bb)
String 3 E
String 4 C
String 5 A
String 6 G
...
etc

I am considering something like this to help with single note work, I don't need the super low notes on string 10, I could give that up to shift the string over one place and insert the B / Bb.

Bobby Black does that on his non-pedal steel.

Reese Anderson has a 12 string lap steel with those strings on top. I think it's a great idea.

But my PSG is only 10 strings, and I like the range that the bottom strings offer. If it were 12 I'd have them on there just like you showed.

I used to have an 8 string lap steel with inside out strings, but I put them on the bottom because of the need for strum harmonics on the top with the standard C6th setup.

The first time I tried that was on an MSA S12 in 1973. It was tuned (hi to lo)D, B, E, C, A, G, E, C, A, F, C, F.......didn't work out for me, although I did use the usual pedal 7 on C6th on my knee lever (RKL!) from a Weldon Myric set up in Winnie's book, and I'm still using it 34 years later! First used that on that S12MSA
About a year later I went to an MSA D10 and eventually went to a Jeff Newman seminar in Washington PA to get started on the E9th! (1979!) Jim Thompson had a steel store then & sponsored it! I say if you want to try something, go for it! You'll find out....you'll either love it or hate it!
