A bunch of years ago I reported an obvious copyright-violating fraud. When they asked me and discovered that I was not a victim of the fraud, either as a ripped off buyer or as the owner of the rights, the reporting procedure came to an end. In legal terms, I had no standing.

Movies you copied from DVDs you own

Video games you copied from the original CDs

PDF files of product manuals or user guides that you don't own the copyright of or you aren't authorized to resell by the owner, the owner's authorized agent, or the law"

Yes Jon, I believe a complaint would need to come from an aggrieved party.
