In Proto-Germanic, which has come down into English, German, Dutch, Flemish, Norwegian, Danish, Swedish, Icelandic, Manx, the word THING meant parliament. The Germanic tribes held a "thing" to govern their areas. It could therefore be argued that "no Thing" represents a situation of anarchy, where there is no government.
