According to Lorene Ruymar's book, in the section on the development of tunings, she states that many feel Bernie Ka'ai Lewis was the first to publish arrangements in the C6 tuning (ECAGEC) in 1945. The tuning was developed by Jerry Byrd in 1938 and was first recorded by him in 1939, playing "Lovely Hula Hands." Apparently, Oahu was publishing tunes predominantly in A major, C#m, and E7 at the time.
There's no photo of Bernie Ka'ai Lewis in the book, though. And no mention of Paul Page in either Lorene's book or in "the bible," that being Hawaiian Music and Musicians, by George Kanahele.
