Wow. This a tough choice. One that stands out in my mind at a live show though was the great Don Helms. Long ago my band Moss Back Mule Band had the pleasure of doing a 2 night stand at Spurs Club in Oklahoma City with the Drifting Cowboys. I shall never forget planting myself on the floor watching soundcheck. My bandmates thought I was nuts just sitting there in a trance listening to Don warm up. But I wouldn't budge for anything. I'm So Lonesome I could Cry. Oh my! What a sound and what a moment!

Ronnie Milsap: Not that I care.
No steel in the entire song, and then the outtro...
Incredible!

None. I like PSG, but crying and whining E9th pedal mashing sounds too depressing to me. :(

Hey Chris, I recently played and sang "When Did You Stop Lovin' Me" at a show....there's a video on YouTube right now. Love the steel in the song!

Conway Twitty and Loretta Lynn "Feelin's", with John Hughey showing how to make the steel cry below the 12th fret. The intro will have the hairs on the back of your neck stand up, it's purest Hughey.

Yes, which session man played this, it has to be Pete Drake.

John Hugheys crying steel is regarded as the pinnacle and rightly so, his unique "falling" sound coming down the frets combined with the crying is astonishing.

Not so Alan. Lloyd Green has asked me to post this for clarification purposes and historical accuracy.

In “Pedal Steel” -(Topic) Best Crying Steel, The Tammy Wynette song “Crying Steel Guitar” . I played steel on that record, not Pete Drake.

My vote is Lloyd Green's version of "Cold Cold Heart". How he is able to put so much emotion into his playing is, quite simply, astonishing and breathtaking.

There are so many by so many great players but two that come to mind:

Johnny Paycheck - The Lovin' Machine - 1966 Little Darlin' - Song is "Florence Jean" with Lloyd Green on steel

and

Johnny Bush - Sound Of A Heartache - 1967 Stop Records - Song is "Farewll Party" with Jimmy Day on steel

This song is on the D-I-V-O-R-C-E album. It has a killer intro by Lloyd,(anyway I'm sure it's not Pete,) and deserves a listen. Crying steel at it's finest! I just rescued the album from the vault and am giving it a listen.
