Sharp Dressed Man,
Sounds like a chorus and a little eq scoop on the left side rhythm guitar, and a pretty straight forward distortion and slide on the first lead (right side) with just a very very tiny amount of reverb and slapback toward the end of the song played without the slide.
One of my favorite guitarists! I recall hearing somewhere that he uses a peso coin instead of a pick. He gets more than 4 for a buck! :)

Found this link here to his gear and effects, past and present.
"Bixonic Expandora - Billy would use six of these with different settings."

The Bixonic Expandora pedal was introduced in 1995 - http://www.vintageguitar.com/features/g ... p?AID=3087 - long after the Eliminator album was made in the early 80s. I own one (on loan right now), that I got shortly after they were introduced. It's a good pedal, nothing magic though. But I do agree that, within the constraints that one must be playing a rig that's in the ballpark, a lot of Billy's tone is in his hands. Put someone without that feel on a good rig, it ain't happening. If anyone doesn't believe this, just go to one of the big vintage guitar shows and watch some of the wankers wail away on beautiful vintage equipment.
