Several options - in Netscape you can set attachements to be viewed inline or as a seperate attachement - that will change the way .jpg's are "opened". Some service providers (aol for one) handles binary file types differently that anyone else. That can also change how an attachement is treated.
If your e-mail format is HTML, that will also have a bearing on how the attachment is delivered.
