I don't have the manual so I'm not sure exactly how this works......what does it mean?

Tony, I have the same thing on my Vegas 400.
I believe it's a 'clipping' signal. A compression device of sorts. A safety valve so if you start to really play loud and come close to blowing the speaker, the clipping kicks in and prevents those highs from doing any damage.
I guess the blinking yellow light is telling you that you're 'pushing it'.

Our patented DDT(distortion detection technique) compression circuit senses clipping (or current limiting) and reduces the gain to prevent audible distortion.

Here is a link from the Peavey website which allows you to download the manual; http://www.peavey.com/media/pdf/manuals/80370379.pdf
