Besides the "portastudio" type devices, does anybody know if one of these exists?
Is there a CD player with variable speed?

Check out stores for DJ equipment. Lots of Dj-CD players sport this feature. Not cheap, though.

What you could try is the Korg Pandora PX-3.
You can record up to 16 seconds of music and slow it down to 25% of the original speed - without changing the pitch. The quality of the sound won't be the best, but good enough to hear the notes (if that is the goal).
The small unit is also a great practicing/headphone amp with effects. You can plug in the CD player and change the pitch of the music to match the steel (if you don't want to tune the steel to the music). The sound quality will drop a bit, but good enough for practicing.
This unit is even a decent efffects prosessor...
I should get real well paid from Korg for this one. Ha ha
There are also a lot of software for PC/MAC out there to slow down music without affecting pitch or soundquality.
