Buddy Emmons Tab

In another post someone mentions that this tab uses a system of dots to convey timing information. I guess I must just be dense because I have a ton of this tab and never realized that this was the case. Can someone elaborate?

Goto Ernie Renns' site and look at the TAB.
For example:

I only noticed those dots after I cleaned my glasses.
