Does anyone know where I could get a telescoping handle with wheels to mount on rack case?

Check out Goodwill, second-hand, and pawn shops. They often sell used suitcases for $10-$15, and almost all of the larger ones have the collapsible handles w/wheels. ;-)

Jerry -

By reading the review on the Penn ElCom item, it appears their unit could be used on side of Pak-A-Seat.
