That time signature has always driven me crazy, starting with the first time I heard it...back when it was a new song.
Where's the "1"? There it is. Wait, that's not right. Okay, here comes the "1". What the heck? The "1" came too soon. Then the next "1" would be just right.
That 7/4 (or perhaps 3/4 4/4) was terribly hard for me hear.
When that song was released, I was in college and playing drums in the university's jazz band. Horns, piano, guitar, bass, drums etc.
We played quite a few songs in 3/4 4/4 (7/4). Of course we played Take Five, which is in 5/4, with each measure made up of two uneven chunks. It was pretty easy to hear where the "1" was in those songs.
But, things were quite different with "Money". Such a complex song.
