I believe Lloyd Green did the steel on that.

Yes "Bobby Austin" and "Johnny Paycheck" wrote the song Apartment #9 and Bobby cut it first in 1967 with Ralph Mooney on Pedal steel right here>

Wow, great version!.. Moons steel was smacking me right in the face on this one, and sounded like fine old gold...Wonder if he was using the Fender at this point, or that old pedal modified Magnatone or National or whatever it was that he used on early recordings.
