One is volume and one is tone - each one controls both necks. At least that's how it is on my 208. The one closest to the player is the tone and works great for the doo-wah effect. Besides the great sounding horse shoe pickups, one nice feature of this model is the controls don't get in the way when you're playing, but are still easy to get to quickly.
