I have just bought a LeGrande II so this could be useful. I am guessing that the two numbers that are below the pedals and levers refer to holes at the changer and the holes on the bell crank. That sound right ?

The first number is the changer or the bell crank?

Do you count from the bottom of the guitar as "1"?

My guess is the first number is the changer hole , second number , bell crank. The hole closest to the top of the guitar would be #1. That's a guess though.
