Being as how the song you mentioned is on a 2004 cd called "A Little Darlin' Christmas" and the 4 songs on the cd by Paycheck are from an lp he was doing for Little Darlin' early in his career there that was never released, I'm going to go out on a limb and say the steel player is Lloyd Green.
