I'm curious to know if this issue was ever resolved.

There are only two options as I see it.
Either I'm right, or there is a sinister conspiracy to conceal the fact that I'm right.
Williams Keyless S-10, BMI S-10, Evans FET-500LV, Fender Steel King, 2 Roland Cube 80XL's,
Sarno FreeLoader, Goodrich Passive Volume Pedals, Vintage ACE Pack-A-Seat

It might be that the 4th string changer is gummed up and not being allowed to pivot and could be dragging the lowering finger with the raise. I would suggest observe the changer fingers and see if only the raise finger is moving away from the stop. If both are moving forward I would remove the string and the lower return spring and manually move the raise finger while holding the lowering finger back and see if it works freely, if not, you might be able to try to free it up either by cleaning or perhaps just with oil and work it back and forth until it is freed up. You should consider all the other suggestions but if they fail it would not hurt to try this one.
