Spit 'n' polish and a LOT of elbow grease. There are folks who are set up to do it and, other than fixing a little nick here and there with my Dremel, I'd send the big jobs out.
It is just aluminum and requires the proper wheel and grit and temperature. For a job as big as a pedal bar or an endplate, I'd find an expert. The dust can really be nasty and if you don't know what you're doing you can really screw it up.
People who build or restore pedal steels could help you find someone. Give Duane Marrs (Madison, TN) or Mike Cass (Nashville) a call. I know there's a shop those guys use in the Nashville area who polish steel parts all the time.
That's my advice. If you're comfortable with metal polishing and have some experience and the equipment you may want to try it youself, but I wouldn't.

Robert,
I know of some people that are using a grinder with a polishing fleece. This has worked for me a couple of times when I wanted to re-polish my end-plates again.Grinders are not that expensive so you won't go broke.
