Looking for opinions for low noise wound strings- flat wound, "semi flat" wound? Would appreciate specific brand recs.

When I fit a new set, which is not often, I flat them down with a light rub of Wet n' dry emery fine it takes the raw edges off and quietens them down, that way you can choose any make that takes your fancy. Also, if your guitar has been sitting unused a while, moisten a tissue with WD40 or whatever Release Oil is called in your country, and rub the invisible rust off for the Sound of Silence.

I assume you are talking about lap steel not dobro...
For lap steel I love DaDDario Chromes. (Flat wound) they are as smooth as glass, no string noise at all.
The warm tone is superb, and they last for years and never go "dead" so to speak. I buy string sets and add individual strings(Juststrings.com) to make up the gauges I need for my tuning.
For Pedal steel or Dobro I use regular wound strings for the extra brightness and volume.
