On most clips back than, he played on a Sho-Bud Maverick, the model with the vinyl covering.

Was it really a pedal steel on "Mississippi"? Sounds more like a lap steel to me.
Somewhere I have a video clip from a live performance from BBC's Top of the Pops back in 1976 when the song was a big hit; the guitar player was doing the steel part on regular guitar with a slide if I remember correctly. Not 100 % identical to the recording, but close enough.
BTW, Toni Willé had (or has) a terrific voice for country!
