Pedal 8 lowers C to Bb on C6?

Pedal 8 lowers C to Bb on C6?

C6 newbie question: I have a Emmons p/p D10 ( made 1976) and it has a 8th pedal change that LOWERS C to Bb INSTEAD OF A ( pedal 8 also lowers F to and raises C to C#). Does anyone else has this?

Will it tune down to A?
I've not heard of such a thing, and it sounds weird.
2 pedal steels, a lapStrat, and an 8-string Dobro (and 3 ukes)
More amps than guitars, and not many effects

i'd imagine it's supposed to lower to A. just needs adjusting.

Possibly a string gauge issue?
Does it look like the right string gauge?

It's an easy drop with either a .068 or .070.
If it won't tune down, I bet someone took the needed slack out of the P5 pull rod.
Remember that the raises on a push-pull need enough slack to allow lowers to drop.
