When I saw some of the pictures I thought of Noel Boggs, then I found this site of an early picture of Bobby Koefer who played for Bob Wills in his early years while Bobby was a teenager :

I thought the steeler's face in the picture looked similar to the one about 2 minutes into the video b0b supplied. Interestingly Bobby who now lives in Bend, OR still cuts up & plays that song but with a more developed style. There are youtube videos of Bobby in his 80s still doing the "War Chant". Bottom line, I'm not sure if the it is Noel or Bobby.

Thats Boggs. Bobby did not play with Wills till the later 50's. Later MGM Era.
