My RKL will not raise string 1 all the way, and wanted to know how to adjust the under carriage. Do I just change the rod to a higher slot on a Mullen G2. Thanks for any advice.

Higher can be a relative term, since that can change depending on whether you mean when the guitar is on its legs or in the case.
You will want to use a slot either (or both):
Farther out from the axle on the bellcrank on the crossrod (so that the same movement of the axle pulls the rod farther)- that's higher when the guitar is in the case, or;
Closer to the string on the changer (so that the same a.count of rod pull moves the changer more), which is lower if the guitar is in the case, but higher when it's on the floor.
