If it's anything to go by, I attend meetings of the Northern California Association of Luthiers regularly, so I've met hundreds of instrument builders over the years. I've yet to meet a builder who can't play the instruments he builds. With pedal steel guitars being so much more complex than regular guitars, it's important that a builder be aware of the dimensions of parts.
I don't think there are many people in the Forum who cannot play the steel guitar at all, but there are various levels of proficiency. A lot of members just play for their own enjoyment. It's a bit like having a piano. Most of the people with pianos in their living room are not pianists, but if they didn't tinkle away with the thing from time to time there wouldn't be any point in having it take up space.
