ok I have a question here whats the "rule of the thumb" way used to get the very best out of your springs I mean we all know they can be to tight, to lose and so on. so come on lets hear some tips about the "prober way to adjust your springs" for the very best action

do you mean the springs on each changer finger?

do they have an adjustment screw?

generally these don't really need any adjustment as long as they are just tight enough to make sure that the lower finger doesn't start to raise when the raise finger is pulled. you can tell by watching the fingers and springs when you step on a pedal. ...assuming the changer functions fairly freely and isn't really gunked up...
over time a spring can stretch out enough that it needs a little tightening.
maybe someone else can offer more info.

I think they should be a little tighter than that for some strings such as 4 and 5 on E9. If one pedal (lever) lowers the string and another pedal raises it, press both of them. Then release the lower, and check that the spring is strong enough to pull up to the raised pitch.
