Hal Rugg was great, and he certainly is deceased, but that ain't him on the video. It could be a very young Jay Dee Maness. The Star Route show was shot in California in the mid-60's.

Larry Petree sent me an email saying the fellow in the video resembles a player from Bakersfield in the 60's named Gil DeLeal.

Gene Davis was the bandleader, not the steel player. I knew Gene Davis, who's no longer with us. Gene is not visible on the video in question, but on the second link I posted, he's the guitarist standing behind Glen.

This mystery must be solved
The Star Route show commenced taping in 1964, according to this article in Billboard Magazine. Jason Odd mentioned in a previous post, the steeler in question, might be Canadian, as the show was taped between Toronto and L.A. Neil Flanz might know who the steel player is. If you go to Jay Dee's website http://www.jaydeemaness.com you will find a photo of Gene Davis and the Star Routers.

The shows recorded in LA had Red Rhodes on steel.
He's in the background on this clip with Roger Miller. Looks like Bobby Durham in the background on rhythm guitar. The guy holding the fiddle resembles Jimmy Bryant.

What was the Star Route show doing in Canada with Glen, the Star Routers, the Collins Kids and George Morgan? All except for George were Southern Californians.
How come we've never heard of Tom St. Denis, when he's obviously an excellent player?

Looks like the same set (without the paned window) and same guitar. Can't see the steel player as well here, but check out the open headstock on the guitar.

The guitar is a Teisco T -60. I assume it was Glen's personal guitar, as it is documented in photos and video being used by Glen on the TV shows "Shindig" , "Star Route" and in the recording studio with the Wrecking Crew.
