Does anyone know for certain what model # of grover tuning machines are used on current Emmons guitars? Are they the 210C ?

Yes, the Grover 210C model is the correct one to use. The older design had a plain front (without the Grover name) on it. The newer ones, which are improved model, have the brand name on the cover.

Here is a couple of photos of the older design.
