PAYPAL is a service, use it appropriatley and it is a fine tool.
As mentioned above, set up a separate bank account for internet transactions, use that account ONLY for internet transactions with NO overdraft protection. Link PAYPAL to that account. This is something that my bank recommended and did for me in 5 min. Also use this account for any internet purchases.
AS a business person, PAYPAL is quite a convenience, they also offer a period of time for dispute, use it accordingly.
Mistakes happen, we make mistakes, don't blame a bank service for OUR mistakes. The good news is, with patience mistakes can be corrected as was the case here with Steve.
PAYPAL handles millions of transactions, they have a good track record of getting it right, the paperwork trail is legitimate. IF we make an error we cannot expect them to fix it in a NY minute, first off we need to PROVE we made a mistake, it is a financial transaction like any bank.
The best overall advice, mentioned here and above, set up a separate internet bank account, not draft linked to any of your primary accounts but you should have the ability to move money in and out for your Internet transactions. I keep $100 in this account so if you decide to hack it or rip me off somehow, the most you will get is $100.
I do perhaps 4 or 5 E Sessions each month, Paypal is the payment method, for me, it's a great service.
By the way, legitimate internet financial institutions ( PAYPAL) NEVER asks you to provide them your password, they ask you to sign in and make the changes. If they are asking you for account and password information they are a fraud.
But, there are plenty of fraud emails pretending to be PAYPAL or someone else asking for that information.
hoax..

I find this thread so interesting ....When I first had my problem with PayPal , folks would continuosly defend PayPal and praise it ....They would tell me that I did something wrong !.....That was just adding insult to injury !!.... Now here it is a bit further in time away from the incident , and more people have been taken by ebay and now a different tune is being sung .....Everything with PayPal is done electronically ....So tell my why it takes you 30 days to get your refund back , and at least a week to file a proper claim ? ....Why ? ....Because they have a bunch of these disputes , and the money in the bank is collecting interest while they drag their feet !!!..... This company is very wealthy and is one of the players in the "good ole boys " club ...Don't trust them any further than you can throw them ...Jim
It takes 2 or 3 days, not 30, for PayPal to deposit money into my bank account.

One other thing I know from personal experience that folks may not be aware of ...
If you have both a credit card and bank account number on file with Paypal your credit card can/will be used as the equivalent of a credit line/overdraft protection. In other words, if you don't have enough money in your bank account for a purchase or chargeback, the credit card will be used.

When all goes well it works great .....You are business partners .....You pay your pal and they take your money ..... It's give and take !!.....LOL !!....But when something goes wrong , they still make money ...Jim

Typical Credit card disputes with Visa/MC may take up to 90 days...30 days is pretty good !
When clients pay me and transfer funds, it is usually available the next day.

And either of those time periods is good compared to American Express. I litigated a $13,000.00 dispute with them for almost 3 years. In the end, the cardmember agreement, harsh though it was, controlled.Typical Credit card disputes with Visa/MC may take up to 90 days...30 days is pretty good !
Tony's point here is will taken: PayPal's user agreement may be one-sided, but so are those of the major credit cards. PayPal and revolving charge accounts offer services, and they charge for them. If you object to PayPal's terms, don't accept their user agreement, and find another way to send and receive money.

I had no problem with their user agreement, but when you have a dispute , and you have BOTH sides agreeing that a product was NOT shipped because it was not in stock , and PayPal agree's with the seller and let's them off the hook is NOT what I would call fair or part of any user agreement ...... It's a matter of a client who makes PayPal a TON of money , against another client who uses PayPal every now and then ....
We are going thru the same situation in this country right now ....We have elected officials that we agreed to put in office to control this country ..... So then according to what you are saying, we are completely to blame for the way this country is running because we agreed to allow our elected officials to make decisions for us !! ...... Same situation , different power !!.....or since it's big business , maybe it's not a differet power !!...... Money is power ..Once you bring someone into the picture with more power , you win !!!.....That was the situation with my case when I involved the Attorney General .....My money came back so quickly once he was involved .... It's not a matter of WHAT you know , or right or wrong ......It's WHO you know in this country, or any country for that matter !!....Jim

James , disputes , PAYPAL or VISA/MC, have to go through a clearing center, I seriously doubt PAYPAL is it's own entity, they follow the same guidelines as any other financial institution. I suspect they use the exact same clearing centers as do the other CC companies, PAYPAL is a Credit card company, do not lose sight of that. I believe PAYPAL is actually a M/C affiliate.
This is not about Politics...don't make it about Politics. If the agreement states it may take 30 days then abide by that or use a different service.
I am a Visa/MC/Amex/Discover Merchant...and I am here to tell you that disputes have to be spot on correct and confirmed. 30 days is a breeze...I have seen some take months to clear and not because someone didn't press the refund button, even though all appears to be confirmed to you, they still may be waiting on the other party for "something"..they do not take anybody's word for it. We have no way of knowing whats going on with the other party, is the original account even still open ? Does it even have any money in it ? Are there holds on that account for other reasons ?
The dispute transfer of funds may have to link back to the original source, it isn't "just put it back". Someone's eyes have to see the entire transaction. That's what the window of time is for. 30 days is excellent.
Think Paperwork trail, think Drug money, think fraud accounts, there are multiple reasons why dispute refunds take a longer time than we may like. Disputes can also be scams. Just because two people agree doesn't make it a legitimate financial deal.
Try cashing a Western Union Money Order. I sent a US Western Union Money order for an amp to Canada, it was told to me that it would take 5 to 10 days to clear on the other end. When the seller rcvd it , he could not find one bank that would clear it in less than 90 days. Even the Western Union office would not cash it ! He returned the M.O. and I sent the money by PAYPAL, he had it in his account in 24 hours.

Tony,
So I guess when my Attorney General got involved , and my money was promptly refunded , we'll just call that .....uhhhhhh ......coincidental !!.....Yeah , that sounds better !!...... This way we can keep politics out of it ..... .....Jim
30 Days is accpeptabe in a world that runs on computers and answers can be gotten at the press of a button ? ...... Sad as it may seem , this tme frame is acceptable to most of us , bescause we are use to business as usual !!.....This is also acceptable because we ALLOW IT to be acceptable ....
When you have a check from out of town deposited in your bank , the bank has 5 business days to cash that check for you giving it time to clear .......That's the law .... How long to you think it REALLY takes for that check to clear and be investigated ? ......If that check is being investigated for it's validity , why are WE held responsible if it bounces ? ...... You give a faulty system too much credit ....

James, I am not defending anyone, I just play by the rules and I can get tough if need be.
If 30 days is acceptable then we all agree.
The deposit of an out of town check may take 5 days , but if there are no funds to back up that check it may take longer ! Remember though, 3rd party E Checks and Money Orders are not the same as bank checks and are handled differently. Extra clearing time...
You are held responsible because it is YOUR transaction deposited into YOUR account, no ? If it bounces it means the money YOU deposited is not real so they should take it back. I would...The issue is with the person who wrote the check, not the bank, they are just providing a transfer of funds service. If we want a bank to give us money, they will, it's called a loan...
over and out
I hear ya, I wish life was easier as well..but we got what we got...I hate that you had a bad deal...

If there are no funds to back a check up , it will be known as soon as it hits the bank and it will not be cashed !!.....The buck stops there !!...Do you really think that Joe at the bank is going to wait until you deposit the money in your bank if someone in NY is trying to cash one of your checks ? .......
I have a Trust for my disabled son , and I am privey to seeing exactly when money is available from not only me, but from someone like another bank that has had money sent to them for me ..... EVERY TIME that I am suppose to have money from a large check that comes from out of town , that the bank has 5 days and sometimes longer , to cash .....EVERY TIME I KNOW FOR A FACT that the fist day that I am trying to cash this check , the funds are available !!.... but they continue to make me wait for my money ....Why you ask ? .....Because they can !!!....
Why did we bail out these banks and then let them give their CEO'S MILLIONS of dollars in bonus money ? .....Why ? .....Because they could !!..... But this has nothing to do with politics ...It's all about policy !!.... .....Jim

This has gone far from the original question. Generalized discussion about the monetary policy of big banks is beyond the scope of this forum.
