All Pull (Sho-Bud Pro II) Pedal Tension Adjustment

Can someone explain to me how to set up the pedal tension on an All-Pull guitar. It seems that the springs with the screws through the end plate play a part in this but before I jump into it I thought I would ask.

The B pedal and the C & B combo is a little too hard to push and if I am not on it I am playing out of tune.
