I think it's one of those tone-bars which has a ring attached to it that slides on one's finger.

If I'm correct, it's made to help people with motor skills problems (e.g. weakness tremor, coordination issues) hang on to the bar.

The ID of ring is 13/16th of an inch. No adjustment,
Guess you could cut and spread the ring if larger or small is needed
